Codice UIS dell’Etica dell’Esplorazione Scientifica e Speleologica in Paesi Stranieri

UIS supporta le attività internazionali delle Società Speleologiche, dei Gruppi Speleologici e dei Scienziati carsici per la loro importanza in:
La scoperta di nuove grotte e la prosecuzione nelle grotte conosciute
L’investigazione mineralogica, biologia, archeologica, antropologica svolta nelle grotte
La diffusione mondiale della conoscenza della carsismo e delle grotte
Attivare l’interscambio di conoscenze per una speleologia sicura
Assistere alla protezione e preservazione delle grotte e del carsismo
Per evitare incomprensioni con gli Indigeni e le Popolazioni locali, con i Governi e le Associazioni speleologiche locali e nazionali dei Paesi dove si intendono effettuare esplorazioni in grotta o investigazioni scientifiche, la UIS ha elaborato le seguenti raccomandazioni:
1. Prima di lasciare il vostro Paese
In molti casi è necessario ottenere permessi ufficiali dalle autorità del Paese visitato. E’ altresì necessario informare l’organizzazione Speleologica nazionale del Paese visitato. Se non esiste un’organizzazione nazionale, contattare il Delegato Nazionale UIS.
Se possibile la spedizione va organizzata congiuntamente con speleologi del Paese visitato.
La Società Speleologica locale conoscerà i requisiti ufficiali per le Spedizioni in visita, che diventeranno i requisiti per la presentazione dei risultati della spedizione ed altre pubblicazioni, e per la regolamentazione del prelievo di materiali per studi scientifici dalle grotte.
2. Durante la spedizione
I membri della spedizione devono rispettare le leggi del Paese e le tradizioni locali, comprendendo che molte grotte sono considerate luoghi sacri e possono avere rilevanza religiosa o culturale; esplorazioni e ricerche in queste grotte possono essere limitate.
I membri delle spedizioni non devono danneggiare il carsismo e le grotte.
Dove possibile, devono educare ed informare le comunità locali circa la protezione e conservazione del loro carsismo e grotte.
3. Dopo la spedizione
Campioni raccolti durante la spedizione possono essere prelevati ed esportati solo se la loro esportazione è permessa e seguendo le corrette procedure.
Copia di tutte le pubblicazioni prodotte dalla spedizione, unitamente ai posizionamenti e alla cartografia delle grotte esplorate, devono essere inviate ai Gruppi Speleologici partecipanti e all’organizzazione Speleologica nazionale e/o al delegato nazionale UIS del paese visitato.
L’assistenza ricevuta dalle organizzazioni locali del paese visitato deve essere riconosciuta in tutte le pubblicazioni della Spedizione.
4. Rispetto per il lavoro di altri Gruppi
Prima di progettare una spedizione in una data Regione, il gruppo deve cercare informazioni su lavori precedenti o esplorazioni correnti, sia di Gruppi locali che esteri, in modo da non interferire con progetti in corso.
Esplorazioni precedenti devono essere citate nelle pubblicazioni della spedizione.
Se più gruppi lavorano nella stessa area, può esserci l’opportunità di interscambio e coordinazione di nuovo lavori.

La UIS esorta tutti i suoi Membri e Delegati nazionali, quando vengono a conoscenza dell’organizzazione di spedizioni all’estero, a contattare ed informare immediatamente il Delegato Nazionale del paese visitato.
Se un delegato UIS viene a conoscenza di violazioni del presente codice Etico UIS da parte di una Spedizione, deve contattare il delegato UIS del paese di origine della spedizione, comunicando che le scoperte e le pubblicazioni della spedizione non saranno accettate nelle pubblicazioni UIS e in qualsiasi evento o pubblicazione patrocinata dalla UIS.
Per le spedizioni organizzate da Paesi con alto livello di conoscenza speleologica verso passi con basso livello di sviluppo speleologico, il gruppo deve fare del proprio meglio per trasferire le loro conoscenze e promuovere la speleologia locale.
UIS Code of Ethics for Cave Exploration and Science in Foreign Countries

UIS supports international activities of speleological societies, caving groups and karst scientists because they are important for:
discovering new caves and extending old caves
investigating their contents, for example, minerals, biota and archaeological and anthropological remains
distributing knowledge of karst and caves throughout the world
enabling the exchange of safe caving practices
assisting in the protection and preservation of caves and karst
To avoid misunderstanding by indigenous and local people, government and local and national caving organizations in the country in which the proposed cave exploration or scientific investigation is to take place, the UIS Bureau has prepared the following recommendations.
1. Before leaving your country
In many cases it will be necessary to obtain official permission from the authorities in the country being visited. In addition, inform the national speleological organisation of the country to be visited. If there is no national organisation contact the UIS national delegate.
If possible organise joint expeditions with cavers from the country to be visited. The national speleological organisations will be familiar with the official requirements for visiting expeditions. They will be well-versed in the requirements for the lodging of expedition reports and other published material, and the regulations pertaining to the removal of materials by the expedition from the caves and to other countries for scientific studies.
2. During the expedition
The expedition members should respect the laws of the country and local traditions and understand that some caves may be sacred sites and be of religious and/or cultural significance; exploration and research studies in these caves may be restricted.
The expedition members should not damage either the karst or its caves. They should where possible educate and advise local communities in the protection and preservation of their karst and caves.
3. After the expedition
Samples from the caves and karst collected by the expedition should only be taken out the cave and country if the correct export procedures are followed and their export is permitted.
Copies of all printed material produced by the expedition, together with the location and maps of the caves should be sent to the participating caving clubs and the national speleological organisation and/or the UIS national delegate. Assistance received from the organisations within the country visited should be acknowledged in all the expedition publications.
4. Respect for the work of other groups
Before undertaking an expedition to a region, a group should do research on previous work or current explorations by local or foreign cavers, in order not to interfere with current projects.
Credit for previous explorations should be given in expedition reports.
If several groups happen to be working in the same area, then the opportunity should be taken to learn from each other and to coordinate further work.
Addendum

The UIS urges all their Bureau Members and National Delegates, that if they know of any expedition being organized to foreign countries, to immediately contact and inform the National Delegate of the target country.
If a member of the UIS Bureau discovers a violation of its Code of Ethics regarding a foreign expedition, it will contact the delegate of the expedition’s country of origin suggesting that the expedition findings and reports shall not be accepted in their official publications, nor shall they be accepted in any UIS sponsored publication or event.
For expeditions organized by countries of high speleological development to countries of lower speleological development, the expedition group shall do its best to offer transfer of knowledge and promote local speleological activity.
